During the Global MIL Week 2016, several actions are being developed.<br />

On November 2, 2016, the activities were carried out in the form of workshops aimed at young people. The chosen venue was the British School of Creative Arts (EBAC) located in the Vila Madalena neighborhood, in São Paulo, SP.<br />

The organizers' effort revolved around openness to dialogue for the convergence of visions and actions, exercising in practice some UNESCO directives. Check out some moments of the event.<br />

As discussões da Agenda Global MIL acontecerão em um evento
específico – a GLOBAL MIL WEEK 2016 - realizado em São Paulo, em parceria entre
a UNESCO e a USP (Universidade de São Paulo), de 03 à 05 de Novembro de
2016. Alguns eventos serão transmitidos ao vivo pelo Sistema IPTV USP. </div>

A <b>Programação</b> do evento segue três linhas principais de

mais de 300 estudiosos e estudantes de todo o mundo para apresentação de

Mídia: Novos Paradigmas para o Diálogo Intercultural.</div>

2) A I Assembléia Geral da UNESCO, com o propósito de
conectar, sensibilizar e premiar as ações globais alinhadas a “Media and

da GLOBAL MIL e MIL CLICKS permanecerem como legado a partir de 2017,
congregando as organizações internacionais, universidades, organizações
não-governamentais, formadores de opinião, sociedade civil, profissionais de
variadas áreas e jornalistas, agências públicas, empresas e associações
empresariais comprometidas com a alfabetização midiática e informacional para a
diversidade, a interculturalidade e a liberdade de comunicação e expressão.</div>

Isso abre novos horizontes para cada mulher e cada homem - atores e beneficiários de desenvolvimento sustentável - para que possam exercer seus direitos à liberdade de opinião, de expressão e acesso à informação.</div>

É preciso incentivar a criação e a adoção de políticas para superar os obstáculos para o desenvolvimento inclusivo. Informação e mídia são o carro-chefe do nosso trabalho.[..] todo mundo precisa das competências necessárias para aceder, avaliar criticamente, interagir e produzir informações úteis, oportunas e relevantes. Para isso, os indivíduos devem ser alfabetizados em mídia e em informação. </div>

A UNESCO se aproxima da Media and Information Literacy (MIL) (<i> ou Alfabetização em Mídia e Informação (AMI) - ou Competência Informacional e Midiática (CIM)</i>) como um conceito composto, reflectindo a simbiose entre a informação e os meios de comunicação gerados pelas novas tecnologias. A MIL cobre uma gama de competências - de encontrar e avaliar a credibilidade da informação on-line, como reagir às tentativas de moldar as identidades dos jovens pelos meios de comunicação social e publicidade. A MIL engloba também o conhecimento sobre a importância do direito à privacidade na era digital, bem como as interações com o programa de rádio, etiqueta on-line e respeito intercultural. </div>

Neste contexto, a primeira edição do Anuário MILID foi publicado em 2013 com o tema “Media and Information Literacy and Intercultural
Dialogue (<i>Alfabetização em Mídia e Informação e Diálogo Intercultural). </i>A edição de 2014 do anuário foi sobre "Global Citizenship in a
Digital World." (Cidadania Global em um Mundo Digital). </div>

A presente edição tem um tema oportuno e altamente relevante - "Media and Information Literacy for the Sustainable Development Goals" (<i>Alfabetização em Mídia e Informação para os Objetivos de Desenvolvimento Sustentável</i>). O conteúdo do anuário foi organizado em cinco seções, para apresentar 31 artigos cuidadosamente escolhidos e editados sobre a educação, o desenvolvimento sustentável, a liberdade de expressão, o diálogo inter-religioso e intercultural, a mídia e outros fornecedores de informação, igualdade de gênero, as pessoas com deficiência, diversidade linguística, meio ambiente, saúde e agricultura. </div>

Nós iniciamos o Programa Rede UNESCO-UNAOC MILID Universidade UNITWIN para promover o ensino e a pesquisa nos meios de comunicação e literacia da informação. Iniciamos a Aliança Global para as Parcerias em mídia e informação, que está ganhando terreno em diferentes regiões do mundo. Foram lançados quatro capítulos regionais. Redes MIL em nível nacional também estão sendo apoiadas pela UNESCO. A Rede MIL da Universidade da India (MILUNI), é um exemplo.</div>

Os resultados estão se tornando visíveis de dia para dia. As Recomendações de Riga sobre a CIM - Competência em Informação e em Mídia (em inglês MIL - Media and Information Literacy) reafirmam o espírito e o conteúdo da progressão e reposicionamento gradual em direção à Competência Informacional e Midiática expressa em declarações anteriores, como a Declaração de Grünwald (1982), a Declaração de Praga para as Sociedades de Informação Alfabetizadas (2003), a Proclamação de Alexandria de Competência em Informação e Aprendizado ao Longo da Vida (2005), a Declaração de Paris Agenda-12 Recomendações sobre Competência Informacional e Midiática (2007), Declaração de Fez (2011), a Declaração de Moscou (2012), a Aliança Global para Parcerias em CIM (MIL) (2013) e a Declaração de Paris sobre CIM (MIL) na Era Digital (2014). </div>

Enfatizando que a competência informacional e midiática (media and information literacy) é o código da vida que apoia o desenvolvimento sustentável. </div>

Reconhecendo que este potencial requer uma panorama de informações e mídia, onde a liberdade de expressão, liberdade de imprensa, o acesso à informação, o direito à informação e o direito à privacidade florescem como um passo necessário para o processo de desenvolvimento sustentável crítico centrado nas pessoas.</div>

Reconhecendo ainda que a pessoas competentes em informação e em mídia também são necessárias para o desenvolvimento sustentável.</div>

Também notando que, a fim de produzir processos de desenvolvimento sustentável, as habilidades em meios de comunicação e informação são cada vez mais essenciais, em resposta aos avanços tecnológicos e informacionais que têm ultrapassado as habilidades necessárias disponíveis para utilizar de forma eficiente e ética os recursos de tecnologia digital e mídia. </div>

Notando que a CIM (MIL) é indispensável para um processo crítico que empodera e envolve as pessoas como cidadãos globais, e que deve estar no centro das estratégias para a criação de uma cultura de comunicação que é aberta, inclusiva e baseada no respeito dos direitos humanos e da democracia, e que contribui para desenvolvimento humano em todos os níveis. </div>

Reconhecendo ademais que competência em informação e mídia apoia o crescimento econômico, a competitividade das sociedades e o bem-estar dos indivíduos, na medida em que essas competências estão em crescente demanda nos mercados de trabalho e são vitais para muitos setores.</div>

Observando ainda que o panorama da informação, da mídia e das comunicações é muito complexo e está em rápida transformação, e onde diferentes atores e criadores estão em uma relação dinâmica uns com os outros. </div>

Tomando nota das preocupações de segurança sobre o crescente uso indevido de recursos de informação e meios de comunicação para fins de desinformação, propaganda, discursos de ódio e incitamento à violência e pedindo um esforço concentrado para capacitar as sociedades com competências mais fortes em informação e em mídias. </div>

Apoiando e endossando a petição lançada pela Global Aliance for Partnerships on Media and Information Literacy (GAPMIL) para pedir o reconhecimento internacional da Semana Oficial Global CIM (MIL). </div>

Conclamando cada Estado membro da Unesco a promover a CIM, prover os recursos e apoio necessários à pesquisa sobre o assunto, e a promoção de debates em nível nacional, regional e internacional sobre privacidade e segurança. </div>

Chamando os intermediários da tecnologia e da internet a aumentar o engajamento na definição e formulação de políticas, treinamentos, capacitação e avaliação, com todas as partes interessadas. Garantir que os cidadãos tenham livre acesso aos recursos relacionados com a competência em informação e mídia, e que sejam assegurados os direitos humanos.</div>

Chamando os provedores de mídia e de informação (incluindo os organismos de radiodifusão públicos e privados, provedores de conteúdo, detentores dos direitos de cinema e distribuidores, distribuidores de jogos, anunciantes e agências de publicidade) para serem parceiros na disponibilização de conteúdos educativos que promovam a competência em informação e em mídia em crianças e jovens. Construir boas práticas em relação ao desbloqueio de arquivos para uso na educação e encontrar soluções equitativas aos desafios de direitos de material de arquivo, especialmente para obras órfãs. </div>

(Spanish)Trata-se de pesquisa pioneira no contexto latino-americano no campo da competência em informação, que apresenta a visão de um grupo qualificado de especialistas sobre o conceito e suas dimensões de interação com a competência digital (informática), comunicação social, cultural, etc.<br />

Os pesquisadores utilizaram o método Delphi aplicado a 52 especialistas de 14 países latino-americanos (Argentina, Brasil, Chile, Colômbia, Costa Rica, Cuba, Equador, Espanha, México, Portugal, Panamá, Peru, Uruguai e Venezuela). Nesta fase inicial, 42 especialistas responderam um conjunto de 20 perguntas sobre o assunto.<br />
<br />
Resultados. Segundo os autores, é evidente que há uma conceituação bastante homogênea de especialistas sobre o escopo da competência em informação e as inter-relações com a competência digital. No entanto, a correlação entre mídia e os letramentos culturais geram diferentes abordagens.<br />
<br />
Conclusões. A competência em informação (Letramento/ Alfabetização/Literacia da informação) como um paradigma teórico-conceitual e metodológico tem evoluído consideravelmente no contexto da América Latina na última década. No entanto, ainda há uma certa imaturidade e falta de interação e impacto necessários para sua implementação em diferentes contextos e ambientes de aprendizagem, especialmente nos domínios da educação fundamental e ensino médio. Essa reflexão coletiva ajuda a amadurecer o conceito e as perspectivas da competência da informação no continente latinoamericano.<br />

No documento, os ministros se comprometeram a zelar pelo pleno acesso à informação, promover a inclusão de pessoas com deficiência, estabelecer uma organização Pan-Africana de Bibliotecas, implementar a necessária infraestrutura necessária (TIC), encorajar e-books e bibliotecas virtuais visando trocas culturais e a promoção da leitura, promover a criação de conteúdos locais, entre outros pontos.

novas pressões sobre a produção intelectual e científica, adicionando preocupações

Em termos gerais, o documento destaca que, para serem bem sucedidos na faculdade e em uma carreira, os alunos
do nível médio devem ter uma capacidade avançada para encontrar, usar e
comunicar informações em vários contextos. No entanto, muitos empregadores e faculdades denunciam a falta de habilidades
do século 21 relacionadas à competência em informação, tanto em novos
funcionários quanto alunos do primeiro ano. Esse déficit gera um grande custo
que acaba por demandar programas de orientação e de remediação, enquanto o ensino
fundamental e médio é que devem ser o locus para o progressivo desenvolvimento
dessas habilidades. Os bibliotecários escolares são os mais qualificados para
uma parceria com os professores de sala de aula para cultivar esses
conhecimentos, habilidades e atitudes nos alunos; professores não aprendem como
ensinar essas competências durante seus programas de formação.<o:p></o:p></div>

Nas escolas do século 21, a
biblioteca escolar é um espaço coletivo físico e virtual de aprendizagem onde a
leitura, a investigação, a descoberta, o pensamento, a imaginação e a criatividade
são fundamentais para os alunos em sua jornada da informação ao conhecimento, e
para o seu crescimento pessoal, social e cultural. Cerca de 60 anos de
investigação internacional agora documenta a biblioteca escolar como uma parte
essencial da educação contemporânea.<o:p></o:p></div>

No atual cenário, os centros de
mídia nas bibliotecas têm sido um destaque. Os alunos não podem aprender a
encontrar e utilizar informações de forma eficaz e se envolver na aprendizagem
ao longo da vida, se eles não têm a orientação profissional e recursos para
aprender isso durante o processo educacional formal. Especialmente notável é
que a competência em informação é um equalizador para estudantes advindos de
meios desfavorecidos.</div>

Portanto, o Fórum Nacional de
Competência em Informação (NFIL) afirma que todos os alunos devem ter formação progressiva
e integrada aos temas escolares em competência de informação, situação que é
favorecida pela liderança de bibliotecários escolares e a manutenção de uma infraestrutura
adequada na biblioteca escolar. Todos os professores devem trabalhar com um bibliotecário
escolar contratado em tempo integral, certificado ou licenciado, como parceiro no
ensino e aprendizagem a partir de uma utilização eficaz de informações-chave
para a aprendizagem ao longo da vida. A NFIL apoia fortemente a legislação sobre o financiamento adequado para recursos e profissionais qualificados que
atuem em bibliotecas escolares e uma política que irá incutir a competência em informação em todos os membros da
sociedade.<o:p></o:p></div>

Atualmente, tem-se enfocado, no
âmbito das pesquisas científicas, a responsabilidade social do bibliotecário em
sua atuação frente à sociedade da informação. Nesse contexto, compreende-se que a formação desse
profissional deve abarcar conteúdos que enfoquem o seu papel social, sobretudo
no que concerne às questões referentes à Competência Informacional, dado que o
bibliotecário tem sido apontado como o responsável por promover, implementar e desenvolver
programas desta natureza nas instituições de ensino. A presente investigação teve
como objetivo analisar como a Competência Informacional e os conteúdos de
formação pedagógica têm sido abordados nos cursos Biblioteconomia no Brasil e
de Informação e Documentação na Espanha, caracterizando-se como uma pesquisa de
cunho exploratório, documental e comparativo, realizando-se a análise dos
currículos, dos planos de ensino e de entrevistas com professores que ministram
a disciplina acerca do tema. Deste modo, a análise dos resultados foi realizada
tanto de forma qualitativa como quantitativa. Como resultados, no Brasil,
constatou-se que há 10 disciplinas de Competência Informacional, sendo que sete
são de caráter obrigatório e três são optativas; a nomenclatura mais utilizada
é Competência Informacional. Na Espanha, quatro são optativas e uma de formação
básica; há uma normatização quanto ao uso do termo alfabetização em informação
ou alfabetização informacional. O conteúdo da maioria das disciplinas que
abordam o tema inclui o conceito, os programas, os locais de aprendizagem e o
papel educacional do bibliotecário, considerando-se que poucos cursos de
Biblioteconomia possuem disciplinas de didática ou da área de educação que
possibilitam aos alunos compreenderem o sistema de ensino, sua forma de
organização, suas teorias de aprendizagem. No âmbito espanhol, não são
oferecidas disciplinas da área de educação. Entretanto, os alunos têm a opção
de cursá-la como disciplina optativa em outros cursos. Considera-se que alguns
cursos de Biblioteconomia e de Informação e Documentação têm voltado seu olhar
para a Competência Informacional, com a inserção de disciplinas que abordem a
temática em seus currículos. Entretanto, no âmbito espanhol, a maioria destas
disciplinas é de caráter optativo, o que contrasta com a realidade do país, uma
vez que, existe considerável aceitação acerca do tema por parte da classe bibliotecária
e por haver programas desta natureza em variadas instituições de ensino superior.
No Brasil, a maioria das disciplinas de Competência Informacional é de caráter obrigatório.
Esse fato pode ser considerado um importante avanço nesta área, observando-se que
o tema é relativamente recente neste contexto, ainda que poucos cursos a ela
tenham aderido até o presente momento. Porém, há outras disciplinas que também
citam ou abordam o tema de forma significativa. Desta maneira, acredita-se que
a Competência Informacional vem ganhando cada vez mais espaço, tanto no Brasil
quanto na Espanha, mesmo que possuam algumas divergências.<o:p></o:p></div>
